A fifth generation resident of District 12, Doyle Carter was elected to the City Council in the spring of 1999. Commitment to community was a way of life for Doyle. His civic involvement included serving on the Citizens Planning Advisory Committee of Southwest Jacksonville, the Westside Kiwanis Club, the Hyde Park Lodge, the Morocco Shrine Temple and the Westside Business Leaders. He was a past board member of the Marietta Athletic Association.
Doyle graduated from Ed White Senior High School and owned and operated Cycle Accessories West.
