City of Jacksonville

In an effort to be efficient and proactive Council Members are asked to provide their topic-related questions at least a week prior to the date of each meeting. Questions should be emailed to Dr. Cheryl L Brown, Council Secretary/Director at CLBrown@coj.net and Jeff Clements, Chief of Research at JeffC@coj.net. The questions will be shared with the presenter and, to the extent possible, addressed as part of the presentation.

The first meeting and topic:
11/06/2019 - The Role of the Independent Authorities vis-a-vis City Council

Presenters for this date will consist of Jason Gabriel, General Counsel – City of Jacksonville who will present the structure and authority of the Independent Authorities as outlined in the Charter and the process of engagement of outside legal counsel. Additionally Circuit Court Judge (retired) and former General Counsel - City of Jacksonville, the Honorable Charles Arnold, will provide a historical perspective on the Consolidation of the City of Jacksonville and other instances of outside legal counsel engagements.

The workshops will begin at 11:00 am and conclude by 1:00 pm, with an anticipated running time of ninety minutes. The Chairman will provide a written overview of each topic and supporting material prior to each meeting. In most instances subject matter presenters will be limited to 15 minutes unless otherwise agreed to by the Chairman.
