A lifelong resident of Jacksonville, Pat Lockett-Felder was first elected to the City Council in 1999 and re-elected in 2003.

Active in community service, Lockett-Felder is the coordinator for the Northside Senior Citizens Committee, a member of the Accreditation Task Force for the Mary L. Singleton Center, and a board member of the Beulah Beal Young Parents Center and River Region Human Services, Inc. She is past president of the City of Jacksonville's Homebound Advisory Board, past vice president of the Sickle Cell Foundation, and is involved in many other organizations.

Lockett-Felder attended local public schools and graduated from Matthew W. Gilbert Senior High School. She has also received several professional management certifications from Edward Waters College and Florida Community College at Jacksonville.

Pat is a widow with one daughter. They are members of New Fountain Chapel African Methodist Episcopal Church, of which Lockett-Felder has been a member for 55 years. She is the former chair pro-tempore of the Trustee Board, chair of the Financial Committee and is a member of the Usher Board Number One, Lay Organization and the Missionary Society.
