Angie Dixon, Ombudsman

Angie Dixon is currently the Ombudsman for the City of Jacksonville. Previously she was the Deputy Ombudsman, a position she has held since June 2008. In this capacity, Ms. Dixon works closely with city agencies concerning contract compliance, post-payment processes, and conflict resolution as it relates to vendor performance. In addition, she responds to Citizen Petition Reviews via the C.A.R.E system, Mayor’s Office and City Council.

Ms. Dixon joined the City of Jacksonville in December 2003 as a Performance Management Consultant/Trainer.  She has held a variety of positions including Management Analyst in the Mayor’s Office of Performance and Management Accountability and Internal Auditor in the Office of the Inspector General.

Ms. Dixon holds a B.S. degree from the University of North Florida, and an MBA from the University of Phoenix.

A Jacksonville native, Ms. Dixon is certified as a Court Appointed County Mediator by the Supreme Court of Florida and has completed Supreme Court Training for Court Appointed Arbitration.

Christean Hollinger, Assistant Ombudsman

Christean Hollinger is the Assistant Ombudsman and has held this position since April 2018. In this capacity, Ms. Hollinger works closely with city agencies concerning contract compliance, conflict resolution, and vendor performance. 

Ms. Hollinger holds a Bachelor’s degree in Legal Studies with a Pre-Law Option from the University of West Florida and a Juris Doctor from Florida Coastal School of Law. 

Ms. Hollinger is certified as a Court Appointed County Mediator by the Supreme Court of Florida, and is a licensed Member of the Florida Bar.

Leticia Burns, Administrative Aide

Leticia Burns is the Administrative Aide to the Ombudsman.  In this capacity, Ms. Burns works closely with the Ombudsman in daily operation of the office.  She joined the City of Jacksonville in February 2007 as a CSA III and later became an Administrative Aide with the Administrative Services Division.  Ms. Burns transition from the Jacksonville Children’s Commission as the Executive Assistant to the Director.
 
Ms. Burns attends Florida State College of Jacksonville where she has earned a Technical Certificate of Accounting Technology Specialist, Technical Certificate of Business Specialist and Technical Certificate of Office Support.  Leticia is continuing to pursue a Bachelor of Science degree in Business Management.
