Harrison Conyers was first appointed by Mayor John Delaney as a Management and Planning Analyst for Community Services in January 1996 and also served as the Deputy Director of Quality Services for the Jacksonville Children’s Commission from 1997 -2005.

As the Director, Military Affairs and Veterans Department, he serves as military liaison to all military commands in Duval County for the City of Jacksonville and the strategic advisor to the Mayor on matters related to the military.

Tiffany Morales serves as the Veterans Outreach Manager for the Military Affairs and Veterans Department (MAVD). She has been with MAVD since July of 2021where she started as a Veterans Outreach Coordinator.

Fred Berley
Fred Berley is a native of Jacksonville. He graduated from Bishop Kenny High School in 1974. He attended Tulane University and graduated from Florida State University in the spring of 1980. In November of that year, he joined the U.S. Navy and was commissioned as an Ensign in May of 1981. He made a career as a Surface Warfare Officer and spent 21 years in various assignments including Anti-submarine warfare Officer, Naval science Instructor, Operations officer, and Squadron Chief Staff officer. His last active-duty assignment was at the Executive Officer of Naval Station Mayport.
