Overview

The Jacksonville Environmental Protection Board has been given authority to promulgate and adopt local environmental rules pursuant to Chapter 360.108, Municipal Ordinance Code. The rules are adopted from state and federal regulations or based upon studies and best management practices. All rules are presented at a public hearing with participation of affected parties or industries.

Periodically the JEPB may undertake the rulemaking process to create new rules or update existing ones.  In order tod o so, opportunties will be provided for the public to review proposed language and offer comments.

NOTICE OF PUBLIC HEARING
JEPB RULE 2:  AIR POLLUTION CONTROL
 
The Jacksonville Environmental Protection Board (Board) gives notice that it intends to conduct a public hearing relative to proposed amendments to JEPB Rule 2 on September 19, 2022.  The hearing will be held in Room 1002 of the Ed Ball Building located at 214 N. Hogan Street, Jacksonville, Fl 32202. 
 
The hearing is authorized by Sections 73.102, 362.104(c), (e) and (m), Ordinance Code, and Board Rule 1.  The proposed amendments to Rule 2 will update provisions of the rule and address substantive changes made by the Department of Environmental Protection (DEP) since October 2021, as required by the Specific Operating Agreement between DEP and the City of Jacksonville's Environmental Quality Division.

JEPB Rule 3 - Water Pollution  -  April 2022

Jacksonville Environmental Protection Board Rule 3 – Water Pollution (JEPB Rule 3) was initially adopted in 1984 and has undergone six (6) revisions.  The last revision of JEPB Rule 3 was ten years ago in 2011.  Public health concerns and the need for water quality improvement necessitated revision of JEPB Rule 3 to enact local measures to decrease the frequency and quantity of sanitary sewer overflows (SSOs) from wastewater collection and transmission systems regulated by JEPB Rule 3. The schedule below was used to update the rule:

Workshop for JEPB Rule Changes  -  conducted March 17, 2022
