James R. McCain, Jr., joined the Office of the General Counsel in January 2007. Before joining the Office of the General Counsel, Mr. McCain was a transactional and litigation attorney with Henderson & Maxwell. Prior to his work at Henderson & Maxwell, Mr. McCain worked as a Law Clerk to the Honorable G. Alan Blackburn, Presiding Judge of the Court of Appeals of Georgia from December 2001 to June 2005. Before Clerking for the Honorable G. Alan Blackburn, Mr. McCain worked as an associate at Holland & Knight in the areas of state and local tax, commercial litigation and constitutional law. Prior to Holland & Knight, Attorney McCain worked as a Law Clerk to the Honorable Willis B. Hunt, Jr., Chief Justice of the Supreme Court of Georgia.

Mr. McCain received his J.D. from Georgia State University College of Law in 1992. While in law school, Mr. McCain served as an Associate Editor for Law Review. Mr. McCain received a Masters of Art in English from the University of North Carolina in Chapel Hill in December 1978. He attended Brown University and received a B.A. in English in 1973.

Mr. McCain is admitted to practice in Florida and Georgia, Court of Appeals of Georgia, Supreme Court of Georgia, U.S. District Court, Northern District of Georgia, U.S. District Court, Middle District of Florida, U.S. District Court of Appeals, Eleventh Circuit.
