Sam E. Mousa, P.E. is currently employed by the J.B. Coxwell Companies and serves as Executive Vice President of J.B. Coxwell Contracting, Inc., and Managing Principal of JBC Planning & Engineering, LLC.  Sam has more than 39 years of combined public administration experience, as well as public and private engineering and construction experience.  Prior to his current tenure with the Coxwell Companies, Sam enjoyed a long and prestigious career as a public servant, culminating in his Mayoral appointment as Chief Administrative Officer (CAO) for the City of Jacksonville under Mayor John Delaney, giving him an unprecedented level of expertise in both the public and private arenas.  Sam also served as the City Engineer, Public Works Director, Deputy Chief Administrative Officer and City Council Liaison for the City of Jacksonville. Sam practiced consulting civil engineering for 12 years in the private sector prior to his stint with the City of Jacksonville.

Sam is a licensed professional engineer in the State of Florida and holds a Civil Engineering degree from the University of Florida. His education furthermore includes Public Administration and other Governmental Policy continuing education courses.
