Joyce Morgan, District 1

The Honorable Joyce Morgan is serving her second 4-year term representing District 1.  Her 2021-22 Council duties include serving as Chair of the Transportation, Energy & Utilities Committee.  Morgan is also leading a City Council initiative called “Safer Together” that brings together the voices of the community and representatives from the Jacksonville Sheriff’s office.  She represents the Jacksonville City Council on the Florida Association of Counties Board of Directors and as the 2nd Vice President for the Northeast Florida Regional Council.
 
Morgan’s leadership qualities were recognized her first year on Council after receiving the “Charles D. Webb Award”, the Jacksonville City Council’s most prestigious internal award for commitment to public service.   Morgan has made it a priority to bring City Hall directly to Arlington through monthly town hall meetings. When in-person meetings were canceled because of COVID-19, she initiated the first round of virtual District Town Hall Meetings.  
 
Morgan points with pride to several District 1 projects under her watch including a new swimming pool at Blue Cypress Park, and renovations to the Blue Cypress Golf Course.  Critical improvements were also provided for several other parks, as well as a traffic calming multi-million dollar “Roundabout” at the intersection of University Blvd and Merrill Rd.  She also fought for new zoning codes in the Renew Arlington Community Redevelopment Area and Grants to help business owners fund the upgrades.  
 
Before coming to Jacksonville in 1988, Morgan was a television personality in both Atlanta and Macon, Georgia. She anchored first at Channel 17 (WJKS). She left for a short stint in Dallas but returned to Channel 4 (WJXT) in 1993.  Joyce also helped create and host a public affairs show for the Jacksonville Transportation Authority.
 
Morgan is a lifelong community servant, volunteering with dozens of organizations. Morgan is a member of Alpha Kappa Alpha Sorority Inc. and has a host of honors ranging from media awards to the Girl Scouts’ Women of Distinction.
 
Morgan is married to Dr. Richard Danford, Jr., CEO of the Jacksonville Urban League. They have three children.  They are members of Bethel Baptist Institutional Church.
