After retiring from BellSouth as a community relations manager, Brown, 72, served on the Jacksonville City Council from 1991 to 1999, and as mayor of the City of Neptune Beach from 2000 to 2008. He served on the First Coast Metropolitan Planning Organization from 2004 to 2008 and the Downtown Development Authority from 1999 to 2000. He served in the United States Navy Reserve from 1958 to 1964, with two years of active duty from 1959 to 1961.

After representing the Beaches for two consecutive terms (1991-1995 and 1995-1999), Dick Brown was appointed, by the Governor to again represent the Beaches in the vacant (now District 13) seat on the City Council in 2010.
