Purpose

To help COJ employees work through the day-to-day ethical challenges they might face and to improve public trust in government.

The Mayor’s Department Ethics Officer (DEO) program was first created in 1999 when the first Jacksonville Ethics Code was passed by the City Council. At that time, each of the Executive Departments appointed an Ethics Officer. For the next 11 years, the DEO program successfully developed goals and objectives, training plans, departmental reports on ethics training and compliance, departmental histories, and revisions to the Ethics Code. The DEO Program was reestablished in 2014.
