The City of Jacksonville, Military Affairs and Veterans Department (MAVS) houses the Homeless Veterans Support Services(HVSS) supported by the Jacksonville Veterans Resource and Reintegration Center.

HVSS provides an array of services utilizing a case management approach that directly assists homeless veterans and offers critical access to a variety of local support services. The program is employment focused, and veterans receive the employment and training services they need to re-enter the labor force. Job placement, training, job development, career counseling and resume preparation are among the services that are provided. Support services such as interview clothing and work tools are made available to participants, as well as referrals to temporary, transitional and permanent housing, medical and substance abuse treatment, and transportation assistance. 

Veterans must be homeless, living in temporary shelter or be facing the impending loss of their housing through foreclosure or eviction to apply for the program. Documentation of foreclosure or eviction is required and applicants cannot be living with friends or family.

This program provides multiple access points through partnerships between the City of Jacksonville MAVDS, Clara White Mission, CareerSource, the Emergency Services Homeless Coalition, Goodwill of North Florida and Dignity U Wear Foundation.

The emphasis on helping homeless veterans acquire and retain jobs is enhanced through coordination with local veterans' services programs and organizations, such as the Work Source Disabled Veterans' Outreach Program and Local Veterans’ Employment Representatives. Additionally, collaborative relationships exist with the American Legion, Disabled American Veterans, Veterans of Foreign Wars, and the Departments of Veterans' Affairs, Housing and Urban Development, and Health and Human Services.
