Thomas B. Waters Appointed Director of Neighborhoods

Mayor Donna Deegan has appointed Thomas B. Waters to serve as Director of Neighborhoods for the City of Jacksonville, effective Monday, January 22, 2024.

Waters is the Founder/Principal of SUMMIT-Center for Resources and organizational Development. LLC. In this capacity, he consulted for the Jacksonville Coronavirus Vaccination Community Education and Engagement Taskforce, Inc., Environmental Protection Agency Technical Assistance Grant to Fairfax Environmental Committee for Justice, Inc, and the Jacksonville Urban League.

Additionally, he is an Advisory Committee Member for the Nassau County Essential Housing Advisory Committee, and a City Council-appointed Commissioner for the Jacksonville Housing and Community Development Commission.

Waters also has a long history with the City, having previously served as a Grants Administrator for the Department of Intra-Governmental Affairs, Project Administrator for the Department of Public Works, and a Planner/Coordinator for the Neighborhoods Department, and more.

As Director of Neighborhoods, Waters will be responsible for neighborhood and housing services, as well as regulatory compliance for the City. He will also manage all operations of the Neighborhoods Department, including the Neighborhood Services Office, Housing and Community Development, Municipal Code Compliance, Environmental Quality, Mosquito Control, Animal Care and Protective Services, and the Office of City Link/630-City
