Samuel Newby, At-Large - Group 5

Samuel C. Newby (Sam) is a native of Jacksonville, Florida where he earned his High School diploma from William Marion Raines High School and later earned his under-graduate degree from Edward Waters College now Edward Waters University.

Sam's professional focus has been dually served in both corporate leadership as well as community-based organizations. He has been actively involved with the community for over 30 years with multiple associations. He was a highly esteemed employee with PepsiCo for over 30 years, served as chairman of the Johnson Family YMCA, president of the Joseph E. Lee Republican Club, two-time Vice-Chairman of the Republican Party of Duval County the Co-Founder and Chairman of the Florida Assembly of Black Republicans as well as the Chairman of the National Assembly of Black Republicans. A motivator and mentor, Sam coached intramural sports at the Johnson YMCA for several years and served as a catalyst in the transformation of the lives of several at risk youths, who have gone on to become successful businessmen and women. These experiences and many others afford Sam a unique perspective on how to meet the needs of Jacksonville and help make it an even stronger city. This perspective defines his 5-point strategy for the city: Eliminate food deserts, improve and enhance parks and community centers, strengthen infrastructure, provide opportunities for training and job placement and a focus of proving resources to small and minority businesses.

Sam was elected to the Jacksonville City Council in May 2015 and is the President, for 2021-2022. Sam serves on multiple boards and committees. He has been the recipient of several accolades for his work with youth, as well as the community. More importantly he has a strong passion for the city and is familiar with the needs of all areas of town and is committed to moving the city to the next level.

Sam is a humble man who takes pride in his strong relationship with God, family, church and friends. Sam is the husband to Sheila, a proud father of four and a doting grandfather of eleven.
