Community Planning Division
The Community Planning Division prepares the City's comprehensive plan and issues updated Evaluation and Appraisal Reports (EARs) every seven years.  It performs long- and short-range planning in areas such as land use, facilities and utilities.  It also reviews Developments of Regional Impact (DRIs) and staffs the Historic Preservation Commission.

The Community Planning Division consists of three main sections:
  • Land Use manages and updates the City's Comprehensive Plan in accordance with State requirements, local policies and program and in response to citizen initiated requests.  Land Use is charged with reviewing land use map and zoning requests for consistency with the 2045 Comprehensive Plan.
    • Florida's Growth Management Act requires all of Florida's counties and municipalities to adopt Local Government Comprehensive Plans that guide future growth and development. The City of Jacksonville 2045 Comprehensive Plan contains chapters or 'elements' that address Capital Improvements, Conservation Coastal Management, Future Land Use, Historic Preservation, Housing, Infrastructure, Intergovernmental Coordination, Public School Facilities, Recreation and Open Space, Transportation, and Property Rights.

  • Historic Preservation handles the review of work in local historic districts and impacts to local landmarks through the Certificate of Appropriateness (COA) process in accordance with the Historic Preservation Element of the 2045 Comprehensive Plan.
  • Brownfields Redevelopment works to identify and assess brownfield sites and to assist the owners of those sites in redevelopment of the property. Brownfields are defined as "real property, the expansion, redevelopment or reuse of which is complicated by the presence or potential presence of a hazardous substance, pollutant or contaminant."
