The Planning and Development Department manages existing and future development within the City of Jacksonville. Matters pertaining to zoning, the comprehensive plan, concurrency, land use, inspections and building codes fall within the purview of this department. While its responsibilities are varied, the department ensures that development in Jacksonville occurs in a logical, safe, orderly and fair manner.
Four divisions comprise the Planning and Development Department:
The Building Inspection Division is responsible for safety by enforcing the city's building and related codes.
The Current Planning Division is responsible for zoning and permitting.
The Community Planning Division is concerned with the comprehensive plan and Developments of Regional Impact (DRIs).
The Development Services Division handles plan review, right-of-way permitting, concurrency and other issues.
2010 Comprehensive Plan Evaluation and Appraisal Report Implementation
Every seven years, state law requires the City of Jacksonville to review and evaluate its Comprehensive Plan. This is called the Evaluation and Appraisal Report (EAR). The purpose of this planning process is to update the Comprehensive Plan and to assess our progress in implementing the Plan. This process was completed in January 2008. Recommendations from the EAR are now being implemented to form the transition of the 2010 Comprehensive Plan into a plan that will address the future, the 2030 Comprehensive Plan. Neighborhood Organizations
The City of Jacksonville has a number of ways in which neighborhood organizations can receive information concerning zoning changes. Ordinance 1999-358-E, signed into law Feb. 6, 2000, provides the details. Notices of all zoning changes and land use amendments are sent to Citizen Planning Advisory Committees for comments in their respective planning areas. Individual neighborhood associations, groups or organizations registered with the Planning and Development Department (PDD) also receive notices. To register with the PDD, neighborhood groups or associations should fill out this form: Zoning Notification Form.pdf (37kb)
If you have questions concerning neighborhood zoning notification registration, please contact the Housing and Neighborhoods Department.
