Property Tax Reform Did you know that there are new property tax laws that may save you money on your tax bill? These include laws passed by Florida voters and the state Legislature.
Amendment One, passed by voters in January 2008, provides an Additional Homestead Exemption, Portability of the "Save Our Homes" Benefit from one homestead to another, a Cap on Annual Assessment Increases of Non-Homesteaded Property and a Tangible Personal Property Exemption. Other amendments (Amendments 3, 4 and 6) affecting property taxes were passed by Florida voters in November 2008. The amendments, recommended by the Florida Taxation and Budget Reform Commission, address renewable energy source improvements made to property, lands set aside for conservation and how working waterfront property is assessed. New Property Values on the Web The 2008 certified property values have been updated on our web site. When searching for property in Duval County, you will see both the certified 2008 value and an "In Progress" value for the 2009 Tax Roll. The "In Progress" values are subject to change.

File for Homestead Exemption
The Property Appraiser's Office is now accepting applications for the 2010 Tax Roll. (If you purchased and moved into your home after January 1, 2009, you may now file for a 2010 exemption.)
If you have purchased a new home and had a previous homestead on another home in Florida, you may be eligible for portability – the transfer of some or all of your old homestead's "Save Our Homes" benefit (the difference between your market and assessed values due to the annual cap on increases).
Late applications for exemptions and portability for the 2009 Tax Roll are still being accepted. The deadline to file timely for a homestead exemption, other exemptions and portability is March 1. However, late filers may file a late application and submit a petition to the Value Adjustment Board with a $15 fee from now until early September (25 days after the mailing of the Notices of Proposed Property Taxes in mid-August.)
Late applications for exemptions and portability must be submitted in person in the Property Appraiser's Office, 231 East Forsyth Street, Suite 260.
E-mail applications for 2010 are encouraged and available from the link at the top of this section. Attach the signed form with scans of all other required documentation to your e-mail and send to PACustServ@coj.net. You may also file in person in the Property Appraiser's Office, by fax at (904) 630-2525 or by mail. If you have any questions about portability, homestead or other exemptions, please contact us at (904) 630-2020.
Homestead and Senior Exemption Receipts Mailed Homestead Exemption receipts were mailed for 2009. These must be returned if you no longer qualify for the exemption. If you filed for a homestead exemption or have an exemption and did not receive a receipt, you may contact the Property Appraiser's Office at (904) 630-2020 to verify the exemption for 2009.
Senior exemption receipts were also mailed. These must be returned in order to retain the exemption.

Using this new Advanced Search, you can search for property based on a number of factors such as property type, sales data and price, property location and size just to name a few.

Need to change your tax roll mailing address? You can verify the information on your property by looking it up online using our Property Search. To update your mailing address we must have a written request, signed by the property owner. Email requests are accepted provided the email address matches the property ownership. (Agents-see section below.) Please use the on-line form and send to: PACustServ@coj.net for homestead properties or PAOLREC@coj.net for non-homestead properties.
Agents sending a request on behalf of a property owner must submit either the change of address form or a letter of authorization signed by the property owner. This is accepted by email.
