New Property Tax Laws Cartoon drawing of a house with a calculator on the front and dollars signs coming from the chimney.

On Jan. 29, 2008, Florida voters passed a constitutional amendment changing property tax laws in Florida. Amendment One was approved
with 64 percent voting in favor and 36 percent opposed. The new law provides the following:
Double Homestead Exemption-Provides an additional exemption up to $25,000 off the assessed value of property valued above $50,000. This additional exemption applies to all tax levies  except school districts. If you already have a homestead exemption, you do not need to apply for the additional exemption.
Portability-Allows homesteaded property owners to transfer a portion of their 'Save Our Homes' benefit to a new homestead.
Limit on Non-Homesteaded Assessments- Provides for a cap on annual increase in the assessed value of non-homesteaded property at 10 percent.(Applies to all tax levies except school districts).
TPP Exemption-Provides a $25,000 exemption on Tangible Personal Property for businesses.

Specific components of the new law are available in the
Property Tax Reform Q & A (PDF 85kb)
(Requires Adobe 5.0 Acrobat Reader or higher available free from Adobe.)

PLEASE NOTE: The site will be updated as rules of implementation are developed and/or changed.

File for Homestead Exemption!

Late applications for exemptions and portability for the 2008 Tax Roll are now being accepted.

The deadline to file timely for homestead and other exemptions is March 1. However, late filers may file a late application and submit a petition to the Value Adjustment Board with a $15 fee from now until early September (25 days after the mailing of the Notices of Proposed Property Taxes in mid-August.)

The Property Appraiser's Office is now accepting exemption and portability applications for the 2009 Tax Roll. (If you purchased and moved into your home after January 1, 2008, you may now file for a 2009 exemption.)

If you have purchased a new home and had a previous homestead on another home in Florida back to January 1, 2007, you may be eligible for Portability – the transfer of some or all of your old homestead's "Save Our Homes" benefit (the difference between your market and assessed values due to the annual cap on increases).  If you want this benefit for the 2008 Tax Roll, you may also file late until early September.

Late applications for exemptions and portability must be submitted in person in the Property Appraiser's Office, 231 East Forsyth Street, Suite 260.

E-mail applications for 2009 are encouraged and available from the link at the top of this section. Attach the signed form with scans of all other required documentation to your e-mail and send to
