Manatee Protection Plan
 Prepared by Jacksonville University for the Waterways Commission of the Jacksonville City Council.

The purpose of this plan is to provide protection to manatees at a level determined necessary and based upon a comprehensive understanding of manatee populations, habitat needs, and interactions with humans, in addition to understanding and acknowledging human recreational and commercial uses of Jacksonville's waterways. Information presented in this document includes a series of maps relating to specific locations surveyed throughout the St. Johns River and its tributaries.
