Neighborhoods Property Administration
The Neighborhoods Property Administration located in the Director’s Office of the Neighborhoods Department, manages several programs that affect housing properties in Jacksonville.
The Foreclosure Property Registry was established by Ordinance in 2010 to limit and reduce the deterioration of property located within the City of Jacksonville caused by foreclosure, and create a mechanism to protect neighborhoods from becoming blighted through the lack of adequate maintenance of foreclosed properties. The Ordinance was revised in 2018 to require the registration of properties in default with applicable fees and fines for non-compliance.
Foreclosure Intervention Program – provides mediation and intervention services for eligible homeowners to prevent foreclosure actions through credit and financial counseling, direct cash assistance for families in default, and through possible loan modification. The program for 2018 ended effective September 30, 2018. The new program is expected to begin in the spring of 2019. This page is temporarily disabled. Neighborhood Matching Grants Program – is designed to provide neighborhood groups and community organizations with matching grant funds to enhance their community through physical improvements by providing up to $5,000 in matching grant funds. As a part of the City’s continued efforts to strengthen neighborhoods, the City of Jacksonville has appropriated funds from its Foreclosure Property Registry to provide assistance to specific neighborhood projects that help fight blight, enhance communities and promote healthier neighborhoods.
Real Estate Development GAP Assistance Program – was established to provide gap or construction financing to non-profit developers for the acquisition, rehabilitation or new construction and sale of vacant and/or REO homes in which the total development costs exceed the appraised value of the home. The purpose of the GAP assistance program is to provide affordable housing opportunities while eliminating blight through community development activities.
